The Corruption Prevention and Combating Bureau is a direct administration authority that performs the functions prescribed in the Law on Corruption Prevention and Combating Bureau in the field of the prevention and combating of corruption. The Bureau also supervises compliance with the rules for financing political organisations (parties) and their associations, and monitors how the restrictions set for pre-election campaigns, pre-referendum campaigns, law proposal campaigns, and campaigns for initiating the dissolution of the Parliament are complied with.

Prevention of corruption

The Corruption Prevention and Combating Bureau prepares the Strategy and the National Programme for Preventing and Combating Corruption, and coordinates the cooperation of the institutions mentioned in the programme to ensure the achievement of the objectives set. The bureau develops methodologies for preventing and combating corruption in national and local government institutions, and in the private sector.

The Corruption Prevention and Combating Bureau analyses the practices of public authorities in preventing corruption and the incidents of corruption it detects, and submits its proposals to remedy the shortcomings identified. In order to prevent provisions that promote corruption, the Corruption Prevention and Combating Bureau analyses effective and draft laws and regulations, propose amendments to them, and submits proposals for drafting new laws and regulations.

The Corruption Prevention and Combating Bureau controls the prevention of conflict of interest in the activities of public officials, and compliance with the prohibitions and additional restrictions imposed on public officials by laws and regulations. Having detected violations of the provisions of the Law on Prevention of Conflict of Interest in Activities of Public Officials, the Corruption Prevention and Combating Bureau conducts administrative offence proceedings for administrative offences which, according to the law, the institution has competence to handle, and charges public officials with administrative liability.

The Corruption Prevention and Combating Bureau educates various target groups, including public officials and the private sector, on anti-corruption topics: preventive anti-corruption measures, ethics, aspects of conflict of interest and other subjects. The Corruption Prevention and Combating Bureau also informs the public of the decisions taken by the institution, activities carried out and planned, and other topics.

Combating corruption

The Corruption Prevention and Combating Bureau conducts investigations and operational activities to detect criminal offences in public institutions, as defined by the Criminal Law, and irregularities in the field of political party financing.

Financial supervision of political parties

The Corruption Prevention and Combating Bureau monitors the compliance with the rules on the financing of political parties and their associations and, in the cases provided for by law, charges individuals with administrative offences.

The Corruption Prevention and Combating Bureau collects and analyses information about financial statements submitted by political parties, any irregularities detected in the submission of these statements, and any breaches of the restrictions set by law. At least once a year, the bureau informs the public about breaches of the rules on the financing of political parties and their associations that have been detected, and about the measures taken to correct them.

Supervision of pre-election campaigns

Before elections to the national Parliament, local governments, and the European Parliament, the Corruption Prevention and Combating Bureau monitors compliance with the restrictions and prohibitions set on pre-election campaigning pertaining to the limits on pre-election spending, use of administrative resources, and covert pre-election campaigning online, in public spaces, and in the press.
